They get:

Medium sized Fey
7 fey hitdice
Speed: 30 ft, fly 60ft (good)
Light Armor Proficiency.
Simple weapons proficiency
DR 10/Cold Iron
Darkvision 60 ft
Low-light vision
Unearthly Grace (CHA to saves and deflection AC)
+10 Dex
+4 Con
+2 Wis
+6 Cha
Bard spells (as 7th level)

(minus the bard spells if HD is removed)

They're +2LA.

3 feats (i am not forced to take the listed ones am i?)

These were mostly-likely derived from their racial HDs (yup 7hd = 3 feats in 3.5) so without them you will not get those feats unless they were explicitly described as bonus feats in the creature's entry.

Ah, that makes sense, thanks. I have thus removed the 3 feats from the above list.

The abilities are fine for LA +2 assuming that you remove the Bardic Spellcasting. Removing the Racial Hitdice is more than fine.

True. Even kinda too good for LA +2…but still not even close enough to turn it into LA +3. If you will follow the suggestions made by Bill then consider this race OK'd.
