There is a giant flying ship called the Kismet, with a sky casino that travels around Dragonport. So I think it would be COOL, if this little Gnome Rinzle Ranzibitz had a magical FLYING MACHINE! Not the huge ship the Kismet is, but more like a personal flying item, maybe just a flying carpet or a broom! But I think I'll have to price one, and see how much it would cost :)

If you are feeling silly in theory you could create your own personal… lets say flying vessel by following the rules of special locomotion in the stronghold builder's handbook. Just create a tiny (few spaces at best) stronghold and you are good to go.

Rinzle is a wizard. She should be planning on having her own pocket dimension. A flying ship is just the tip of the iceberg for a wizard.

Orithopter with minor magical flight: 4000gp, Arms and Equipment Guide, flying vehicle for one person.

Cheapest I've found, and definitely fun if not the best quality flight (40' poor). :) It's like a hang glider plus a bit of lift. Very neat. Only works for Small characters - like gnomes. ^^

Hang gliders, by the way, are 300gp, but can't ascend under their own power.

Eberron has rules for making airships powered by elementals, if you'd rather. You could change the fluff and make it a plane instead of a zeppelin, as the Lyrandar airships are pretty fast and maneuverable.
