Ishnal was unable to reimburse the money that was paid out to Sam for services.
This was due to a poor report being made to Ishnal's masters. Lord Valsanthas stated in his complaint that Ishnal showed a lack of due attention in finding adventurers who know how to address there superiors respectfully.
Hopefully this cost can be recuperated once the girl is found.

The group was summoned by the Guild through Ishnal to find the missing girl Elria. Sam managed to provide some preliminary information…for his usual exorbitant fee of course, and between him and talking to Elria's parents, the party learned of The Amulets of Ice and Fire and Elria's thoroughly dispicable sweetheart Istaltin.
After failing to track down Istaltin in the Shifts,the group returned to Sam for help, only to find Sam had already siezed Istaltin "on the groups behalf" and wanted payment for the "service". Without much choice, the group agreed.
Interrogation of Istaltin revealed he had The Amulet of Fire and had lured Elria out of her family home with a proposed elopement. They planned on using the amulets as funds for escape. At some point after they met for this plan Elria realised Istaltin only desired the amulets and did not truly love her and ran into the Manbane Caves in heartbroken horror.
Given the complexity of the underground cavern system the Manbane Caves represent the group decided to determine an exact location for Elria magically. Hence they have accosted the home of Wizard Belfrin in the middle of the night to make use of his scrying abilities.
